The County Clerk's Office handles most of the licensing of various functions for Hamblen County. Some of the types of licenses that can be obtained in this office are: vehicle titles and renewals, marriage licenses, hunting and fishing licenses, beer permits, boat licenses, business licenses and notary public licenses.

Hamblen County also has an office at the College Square Mall for the convenience of the citizens of the county. In addition to providing most of the licenses mentioned above, the Mall Office offers driver license renewals, identification licenses, voter registration and will accept payments for city and county property taxes.
